NMC Introduces New AFMS Doctor Registration Rules

Recently, the National Medical Commission (NMC) has released draft amendments to regulations governing the licensing, registration, and practice of medical professionals in all states in India.

On April 7th, 2026, the commission announced their proposed amendments to the Registration and Licensure Regulations of Practicing Medicine (2023). The amendment will facilitate the registration and licensing of military doctors in India, providing much-needed clarity on this matter.

What is AFMS? Definition officially added to NMC regulations

For the very first time, an official definition of ‘Armed Forces Medical Services’ (AFMS) has been included in the NMC’s Regulations

These medical services form part of the Indian Armed Forces’ unified medical services established under the Ministry of Defence, Government of India, and provide healthcare services for all active armed services personnel, retired military members, spouses, and dependents, as well as many other individuals, based upon the mandate of AFMS. Based on this definition, it allows military doctors to be registered with the NMC under a formal and structured framework.

Key NMC AFMS registration rule changes for military doctors in India

The NMC AFMS 2026 Doctor Registration Changes

Military doctors are no longer required to obtain a new Licence each time they are assigned to another state. This is one of the most important changes to the NMC AFMS Doctor Registration amendment document. The whole time period of service will be considered the period authorized to practice medicine in each state and Union Territory. 

Any additional medical qualifications acquired while serving, such as postgraduate degrees or super-specialty certifications, will also be able to be registered with the same State Medical Council and all other States for the duration of AFMS service.

Licence expiry protection and misconduct jurisdiction for AFMS medical practitioners

Under the updated regulations, an AFMS-physician’s Licence will not become inactive due to being late in the renewal of their licence because military postings are typically very demanding. The AFMS will annually provide the State Medical Council and NMC with a list of all its physicians and will submit their renewal applications. Under Regulation 10A, there is a two-tiered framework for the handling of allegations or incidents of dental misconduct related to physicians. 

The body that will determine whether a doctor has done anything wrong will be the State Medical Council, where the doctor has been Licensed, and the body where the incident occurred will investigate the allegations or complaints and forward any findings to the appropriate authority, along with recommendations.

How does Regulatory NMC AFMS 2026 affect MBBS students wishing to study Military Medicine?

If an MBBS student wants to study Military Medicine via either AFMC Pune or the Short Service Commission options, the new AFMS regulations bring greater visibility to that decision. 

The new regulations give enhanced clarity, legal protection, and greater professional independence to any doctor who is serving our nation. 

In addition, the previously existing regulatory gap between Civilian and Military Medical Registrations is now being formally bridged, so that pursuing a career with the Armed Forces Medical Services as an MBBS doctor has been made significantly more structured and government-supported than before.
