The National Medical Commission (NMC), in a formal notice issued through its Postgraduate Medical Education Board (PGMEB), has announced that no special stray vacancy round shall take place in relation to NEET-PG 2025. This has a major impact on thousands of medical graduates hoping for another chance to participate in the special stray vacancy round of counselling to fill available places in postgraduate medical education.
What Is The Special Stray Vacancy Round?
In the medical admission process, Stray rounds are part of counselling by conducting another round of counselling; such a round is referred to as “Stray Vacancy Rounds.” Some students who could not get into the program or could not take the position that had been assigned to them previously were hoping that there would be special stray vacancy rounds conducted for NEET-PG 2025 so that they might have an opportunity at getting into postgraduate medical programs.
What Has NMC Declared?
NMC’s PGMEB has made a definitive statement that no additional special stray vacancy rounds for NEET-PG 2025 will occur. In addition, all medical education directors in the states and territories and the deans/principals of all medical colleges have been informed of this decision by the National Medical Commission.

What Was the Legal Background?
The case reached the country’s apex court, where the petitioners filed Writ Petition (Civil) 344/2026 and Special Leave to Appeal (C) No. 10590/2026 in the Honorable Supreme Court of India, requesting directions to conduct the stray special round for admission into postgraduate medical courses.
While the Supreme Court denied the relief requested in the petitions, the parties were allowed to submit representations to the Central Government on the issue. However, the representations made by the parties to the Central Government were rejected as well by the Competent Authority, which barred any further appeal or application for relief from the matter.
The Supreme Court approved the NEET-PG 2025 counselling process on 23 March 2026 and therefore further approved and set the final admission date at 28 February 2026.
Key Ruling: Admissions After 28th February 2026 Are Invalid
This is the most important result of this announcement by the NMC to emphasize:
- All admissions on or after February 28th, 2026, shall remain invalidated. Any entry made against a schedule passed by MCC – Dte. GHS would, likewise, be considered an ‘unauthorized’ admission.
- Admitted after the NEET counselling deadline may be subject to the revocation of their entry.
- This has been restated; ongoing directives remain in place as per the Supreme Court–approved counselling schedule by the Medical Counselling Committee (MCC).
NMC reminds state authorities and all institutions that, concerning these provisions, ‘NO exemptions can be offered.’
Warning to State Governments and Medical Institutions
NMC has issued a firm admonition to all State Governments and Union Territories to comply with the NMC’s established statutory responsibilities, regulations, directives, and bulletins. In particular, no State may independently conduct counselling for PG at the state level, contrary to the counselling schedule prescribed by the MCC.
Also, no state may exceed the deadlines established by the MCC for State or All India Quota counselling. This is a clear message that no state authority may disregard the federal regulations in order to accommodate additional admissions, regardless of local political or other pressure.
What Should Affected Candidates Do?
As a NEET-PG 2025 candidate who has been reliant on a special stray round of admission, you can assume that this notice means there will be no such round. The process has reached the final stage of the Court of Appeal process. Candidates are now faced with three options:
- Begin preparation for the NEET-PG 2026 exam, or
- Look for alternative recognised PG medical courses overseas or
- Seek legal advice or career advice regarding their personal circumstances.
