India’s National Medical Commission (NMC) has issued an alarming notice cautioning both students and parents considering applying to study MBBS or equivalent foreign medical degrees. The NMC explained that if students do not adhere to the guidelines, they may be prohibited from establishing a practice in India upon completing their studies.
The National Medical Commission (NMC), through its Undergraduate Medical Education Board (UGMEB), has raised serious concerns about the quality of medical training provided by several universities and colleges in Uzbekistan. This warning is particularly important for students considering MBBS in Uzbekistan, as it is based on recent communications from the Indian Embassy in Tashkent, which highlighted multiple issues across these institutions.
Which Universities Are Highlighted?
Bukhara State Medical Institute (BSMI), Samarkand State Medical University (SSMU), Tashkent State Medical University (TSMU), and the TIT Institute of Medical Sciences, Bangalore (offshore campus of TSMU Termez).
The Indian Embassy cited that for the Bukhara State Medical Institute (BSMI), students are being admitted to that college through a private corporation known as RARE Company. Additionally, colleges are admitting students beyond their approved capacity.
What Are The Problems Found?
The intake of students beyond the college’s capacity lowers the quality of their education.
- The English language is not the medium of instruction used by all colleges; it makes the education process difficult for many Indian Students.
- Inadequate clinical hands-on training and internships.
- Many Colleges are violating NMC guidelines by operating “offshore” programs located in India.
- Students & their families are being provided with misleading information through unauthorized agents, encouraging them to pay fees for non-compliant institutions.

What Are The NMC Regulations Regarding Foreign Medical Degree Validity In India?
Your foreign medical degree must comply with ALL the requirements below to be valid for the purpose of obtaining medical registration in India.
- You must have had a minimum of 54 months of education provided by one institution (cannot be provided by multiple institutions).
- Must have completed a 12-month internship at a foreign institution that granted the medical degree (cannot be completed in India or in any other country).
- Your clinical training cannot be completed in multiple countries or at multiple institutions.
- All courses must be in English.
- All required subjects as per Schedule-1 of FMGL Regulations, 2021, are to be included in the course of study.
- The University providing the foreign degree must be registered with the country where the university is located, and the qualifying degree must be at least equal to what domestic citizens receive.
What Can Students And Parents Do?
Students are strongly advised to avoid misleading claims made by any agent or institute.
- No agent or institute can provide you with guarantees of medical admission without passing the NEET examination.
- You should always check that the foreign university is recognized by the NMC (National Medical Commission).
- Do not use unverified or unofficial agents; only utilize official resources for guidance on admissions to study abroad.
- Contact the Indian Embassy in the country where you would like to study for current information regarding recognized institutions within that country.
